The winning college essay, by Victor Lopez of Guildford Tech Community College in Jamestown, North Carolina, makes the case for a federal oversight panel to overhaul the treatment of those in foster care, while the high school winner, Laine Alison Zalac, a senior at Columbus Alternative High School in Ohio, argues that until inequities in education are eliminated, a permanent underclass will continue to exist.
